- Rebus daging selama 45 menit (hingga daging empuk)
- Haluskan bahan2 untuk bumbu halus, tambahkan sedikit air lalu diblender
- Setelah daging selesai direbus, potong seukuran 1 cm, lalu geprek pelan2
- Masukkan bumbu halus ke wajan, lalu masukkan lengkuas yang telah diparut + pala, tambahkan air sekitar 150 ml (saya pakai air kaldu rebusan daging), masukkan daging, daun salam, serai, garam, gula pasir, kaldu bubuk, gula merah, asam jawa dan santan instan
- Nyalakan api kecil lalu aduk2 bumbu hingga merata, setelah bumbu tercampur merata, masak menggunakan api kecil sampai bumbu meresap dan air menyusut, sesekali boleh diaduk tapi pelan2 saja supaya daging tidak hancur
- Setelah air benar2 menyusut dan daging sudah empuk, matikan kompor, apabila belum empuk tambahkan air sampai daging benar2 empuk
- Goreng daging dengan api kecil
- Empal goreng daging sapi siap untuk dihidangkan
